  • 1 New calculation of RTT days disputed

  • It was the new calculation giving rise to leave and RTT days that triggered this inter-union mobilization. A new reference document on working time was adopted on the occasion of the transition to 1,607 annual hours and has been applicable since January 1, 2022. However, the strikers refuse to lose days off and demand the opening of negotiations.

  • 2 National framework versus local discussions

  • The human resources department, led by Bernadette Abiven, recognizes the technical nature of these calculation changes but explains that this change is fully in line with the national framework. While the unions believe that they can always “locally” rediscuss these issues related to working time and rest.

Bernadette Abiven will propose a next meeting date in order to launch clarifications around the new method of calculation, while the strikers are waiting for real negotiations.

  • 3 days of RTT linked to actual working time

  • “The trade unions want the agents to benefit from RTT days even when they are not actually at work”, sums up the metropolitan human resources department. “Brest Métropole, as an employer, wishes to remind you that you cannot generate additional RTT days without having been at work beforehand”. But without, however, closing the door on the subject since an exchange is scheduled as soon as possible. “The employer proposes, for its part, to continue the exchanges with the trade unions, by identifying new avenues of discussion”.

  • 4 A bonus of €120 for the 3,500 employees

  • The inter-union mobilization had planned to come and block the session of the scheduled staff bodies, this Wednesday afternoon, in the council chambers of Brest. But the unions have proposed to backtrack in connection with a bonus of €120 gross (€100 net) to be examined during this council. “If we block this advice, we can say goodbye to this end-of-year bonus for the 3,500 employees concerned and it will be blamed on the unions,” summed up the spokespersons, struggling to curb the most motivated of strikers.

  • 5 The Strike Continues

  • “We are not blocking the council but the strike continues! Recalled the spokespersons for the FO, CFDT, SUD, CGT and UNSA unions, after explaining their demands to elected officials in the council chambers. “In view of what a strike costs agents today, we have opted for occasional mobilizations”. Like the garbage cans not collected on Tuesday but processed this Wednesday.
